Piccolo only needed the 5 min charge then because he didn't have enough energy to do it quickly. Kamehameha used to be a one-time thing way back when; by the end of DB, Son Goku was throwing around Super Kamehamehaes like they were nothing. Piccolo needing to charge for 5 mins at Nappa after a year of intense training would be sad and unnecessary.

Let's say that Nappa was 7,500.

An attack doesn't have to be at least 7,500 to hurt him. Especially one like the Makankosappo, a drilling attack. Heck, the attack could probably be 3,000 - 4,000 and still take Nappa out.

^Pretty much that IMO. I don't think Nappa could tank it, just like he wouldn't be able to tank the Kienzan.
